    I doubt anybody will leave the city unless there’s a biological disaster/attack and living in the vicinity is impossible. People will hang around and scream for hand outs while killing and robbing each other. The only people who will voluntarily leave the city are people who have family outside the city, or people looking to rob and kill for sport. Its the second group, obviously, that’s the most dangerous. People who need the pressure of law enforcement to not do these things will pop like a champagne cork when that pressure is released. They’ll take it out on neighbors, first, then spread out looking for new game.
