My guess is that it’s because of the effect on oil prices. Interrupting ISIS’s oil exports will increase oil prices, worldwide, at least a little bit. Putin likes that, Obama doesn’t.
Russia is an oil exporter. High oil prices benefit them, low oil prices hurt them. So this is a no-brainer for Putin.
The USA is still an oil importer. High oil prices hurt Obama’s domestic popularity, and low oil prices help his domestic popularity. Obama cares about nothing and no one except himself and his poll numbers. So he’s inclined to turn a blind eye to ISIS’s oil production, even if it finances a holocaust.
