thank you. does the wild hydrangea have to be in leaf for the bark to be effective in drawing the poison? If you know.

The inner bark is usable while moist. In the fall while the leaves are not present the bark is still effective. During late fall , into winter the inner bark becomes dry as the power returns to the earth. The bark can be collected and kept in the freezer for later use. Just remember, when it dries it dies.

Is that an east coast thing or is it found in the west?

I have never looked for it while out west, so I’m afraid I really don’t know.
