At minute 48 they are talking about the Article V Constitutional Convention, which is the most vile idea since the founding. Lets say an Article V Convention of states is called, and a new Constitution is enacted. Why would they obey that one, they cannot even obey the present one. It’s simply another set of rules to be ignored, doing as they please. Because WE let them get away with it. That the simple reason a new Constitution is of no use.
