This one made me remember something from my research 5+ years ago. I came across a DHS or Military notification system that includes the top 20,000 executives in corporate Amerika. It was like a pre-notification program that only these selected executives would get from DHS or the military in the event of a national emergency.
It wasn’t just about terrorism. It was for anything that might affect the entire country. I will see if I can find out what happened to it.
