They asked him to compile a list of individuals who posses quality skills in management of large feed lot operations.

Sounds like there is a plan to increase mass production of beef cattle because of the long term production cycle required to bring cattle to market. Hog farming, on the other hand, can see a turn around in as little as 3 months.
