Cut them off at the wallet. Let them die on the vine. With no budget appropriations, they starve. If you storm their offices with Marshals or Marines, you are just creating sympathetic photo ops. Stop the cash flow!

Make entrance to the buildings just like at the National Labs -- they must either leave their cell phones in their vehicles, or surrender them to a secure locker at the building’s entrance before coming in to work. Anyone found with an unauthorized communications device will be removed from the premises and their employment terminated, and be charged under the Espionage Act.
