In practical terms, all Government credit cards should be cancelled and re-issuance of cards should be a process that happens top-down to named individuals that are responsible for card repayments. The way that worked with my previous employers is that I was personally responsible for every dollar charged and could only pay for company business. I would file my expenses within a week of the charges and the company would settle my bill to the value of the approved expense report. There was no reason I should ever have to pay out of pocket, except a couple times I was tardy filing expenses -- and got major ass-chewing by my boss.
