You will see Ted Cruz’s wife Heidi mentioned four times in the report.
The Constitution does guarantee state sovereignty:
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.
However, the federal government has usurped power and no longer recognizes the compact between the people and the states. Which means the rule of law does not exist.
