Or the cartels since it was hijacked in Mexico (and the ammo was made in Mexico) on its way to Texas. Plus the majority was 22lr.

My thoughts are the Cartels are to smart to steal 22lr. The CIA? Not so much.

Not Really. These are Criminals dealing in Illegal/Stolen Goods..22LR is becoming as Expensive as some Centerfire Ammo was a Year ago. Jacking a few Truckloads of this for Resale is a Winning Proposition, from a Profit standpoint.
