Well it’s a good start anyway. My employer never had a single layoff from the time the company was founded in 1936 until they had their first layoff during the big economic crash of 2008. Once they got the taste of doing layoffs and cuts, it seems to happen like clockwork every year. So who knows, maybe congress will be the same way…
