Then take it another step further… OK, say they find evidence connecting the shooter to the FedGov in some way. Then what. Who’s going to prosecute that? Reports state that the suspect has a “lengthy criminal record” including “possession of a weapon of mass destruction”. If these reports are true, how did he acquire an AK? It’s not likely he bought it in Hawaii. North Carolina or Florida perhaps? If he purchased it from an individual or at a gun show, there might be a subplot to close the “gun show loophole”.
