You might want to look into “motor/voter registration”. A migrant can go in for a drivers license and register to vote at the same time. Most states make it illegal to ask if the new driver is a citizen. I’ve seen groups of migrants brought into the DMV by Catholic priests acting as interpreters. I have also seen the Mexican Consulate in Chicago set up tents for an outside voter registration facility in their parking lot. Try that in Mexico.
