That would lead to immediate fighting and hot civil war. People who have strong roots wherever they live will not decamp for parts unknown, nor will they tolerate what can only be seen as the imposition of an illegitimate government they did not approve of replacing the heritage birthright social and political contract. It might look a lot like Ethen Alen’s private Vermont war against New York and New Hampshire tax assessors, surveyors, judges, sheriffs. and settlers, which was a very local war against opposing political loyalty.
People who live in the solid red states and locations and advocate for this solution are not doing any of us in the purple areas any favors, and I have not seen any suggested maps of this proposal yet that did not leave huge numbers of politically hostile people behind opposing lines of division where there is a presumed uniformity of mindset to the map maker.
The rebellion, succession, and war thresholds are intimidating ones to cross for most people. Once someone at some higher level of representation crosses them for you it becomes a matter of course to follow suit at the local level if there is no consensus.
