Mandates, bylaws, statutes, codes, ordinances, rules, regulations, resolutions, and executive orders do not apply to we the people. SCOTUS so ruled long ago, a ruling which has never been challenged, let alone overturned. All you really need is to say you hereby publicly challenge required Personam jurisdiction per Basso vs. UP&L. Once you do, you cannot be arrested nor issued a citation nor summons. That’s checkmate in our favor.
