The generals that can give the orders to hunt down and arrest those at the top of the pyramid of evil don’t want to give up their paychecks and/or pensions. Many “retire” and end up on the board of weapons manufacturers or become “lobbyists”.
In addition, they don’t want stop getting invitations to their billionaire friend’s yacht party with the young bikini clad hostesses.
