Yes, he didn’t like or expect to be burned over Epstein whitewash. He is just throwing some carrots at the lynch mob. I don’t even expect anyone to be investigated or charged for the Butler shooting either.

Meanwhile, in a nation near you, the capitol police cop who murdered Ashli Babbitt was never tried for his crime. Heck, he was not even formally interviewed (at least publicly) because an interview might suggest that FedGov thought he’d maybe committed a crime.
