Profiling that results in discrimination of a category of people is very likely to be a civil rights violation. At best this woman can only share her culpability with her superiors up the chain. Civil servants get extensive training in civil rights compliance, particularly in an agency providing human services. The firings need to go up the chain and widely across middle management as every involved manager at that level should have known better and done something to end the practice.
