I as and an American cannot fathom the need to prioritize any foreign country, for any stated reason. Period. The End.
The only country I prioritize is my own–the USA. I care more about trash pickup, potholes in the country roads and the country fair than I care about Iranian missiles slamming into Tel Aviv. Nor do I care about Russian missiles wiping out Kiev (a happy thought BTW).
This is a perfect example of what I term ‘ass-wipe conservativism’ whereas you are told what to care and believe about by the talking heads on TV and in politics.
