Pistol Pete, you made me curious so I looked up EO 13603 and unless I am missing something I do not see where it says that borders between states can or should be closed. It does state is Part VI Labor section 2 Requirements that
“(2) upon request by the Director of Selective Service, and in coordination with the Secretary of Defense, assist the Director of Selective Service in development of policies regulating the induction and deferment of persons for duty in the armed services;
Or in other words the Draft. The rest of the EO talks about the Defense Production Act and basically the fed taking over manufacturing in the country along with energy production in the form of oil, coal, and natural gas.
