My question is why do they need “interagency partners” if the next anticipated battlespace is not domestic? Why so much emphasis on Texas? I think the answers to these questions are fairly self-explanatory.

Perhaps wear field officers’ dress and organize the troops for re-deployment elsewhere. Order them into civilian dress for their next ‘op’. Then march them into their own interment camps. With instructions to the guards about their pending protests.
Might not work, but it would be fun.
