Pennsylvania may have the most “groups” but North Carolina is still a hornet’s nest for Liberty.
When the Nuking is all over with, Pennsylvania can retain everthing east and south of West Springfield, and north of the mason-Dixon line. I’d warn them against annexing anything from Philly, on to the east though, until they confirm that it doesn’t glow at night, or produce three-headded toads…
