Lets begin with the Captain was not in charge of the ship. The Pilots are in full control of a ship entering or leaving any port facility in the world. The Pilots are hired and employed by the Port facility.

Steering systems fail to the center position during power loss this ship went hard to Starboard!a direct heading to the main bridge support. This ship should of had tugs to the head waters. HOW MUCH LONGER ARE WE GOING TO LET THESE TRAITORS DESTROY OUR COUNTRY? Also pilots can only make recommendations to the bridge Captain still responsible.

Nope--incorrect. They are in full control going in and out. FULL CONTROL of the ship. Captain stands there and observes until clear of port.

Absolutely correct. Entering or leaving a port such as this--Captain hands over FULL CONTROL of the ship to the local port-pilots.
