Yes. A water cooling tower. Used to cool down water.
To maintain the reactor within its safe operating thermal design parameters. (And sometimes to keep the spent fuel rod pools happy too)!
That nuclear power plant is under Russian control. The Ukrainians shelled it deliberately. They’re so desperate, they just don’t care. This is utter madness!
