If I was investigating this “event”, I would want to know who was inside at the second story windows that overlooked the roof that the shooter-Crooks climbed upon.

I would ask who told them to set up inside that building.

I would also ask if they had wanted to get upon the roof top of that building instead of being limited in viewpoint by the walls and window locations of the second floor room.
