No it does not only apply in times of war. The Constitution states this about treason:
Article III, Section 3, Clause 1: Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the testimony of two Witnesses to the same overt Act, or on Confession in open Court.
Supporting those invading the country is treason.
Only congress has the power to declare war Secretary of Defense does not.

We could also delve into the question of if we are at war with terrorist and the government supports them, then they are treasonous. This has been going on for a long time. With support from Bush, Obama, Trump and now Biden.
