Spoiler alert-flash flooding happens when you put a volume of water that is greater than the space that needs to hold it, and then add the component of slope. It wouldn’t hurt to add that heating the ionosphere with HAARP or skaylar weapons puts more heat energy into storms which allows the storms to pull more moisture aloft. Which then of course comes back to Earth once the air mass cools over land. Problem solved. Cancel the study.
