Not quite true. Medical personnel are still bound. Doesn’t make a bit of sense. Convoluted.

They need control of the health care system still, it is still their strongest trump card to kill as many as possible without losing control. Martial law is the last phase, this will be considerable more costly and dangerous to implementing the end game.
