Not really US soil, they need a passport to come to Alaska, Hawaii or CONUS. Guam as well!
Actually, the North Mariana Islands ARE US soil… they have a representative in congress and they are American citizens. They do not require a passport to come to the mainland, although they will need to have papers (like a passport or REAL ID) just like anyone here flying domestically.
