6 ways a default could hurt the world

A real U.S. debt default is expected to lead to financial Armageddon.

1. A global stock market crash: Investors have been mostly ambivalent about the government shutdown and the looming default. The Dow is up about 0.5% since the shutdown began earlier this month.

But nearly all analysts and investors I’ve interviewed over the past two weeks say that if the U.S. fails to make an interest payment on its debt, stock markets around the world will immediately crash. Some fear a quick drop of 1,000 points in the Dow Jones Industrial Average. Stock markets in Asia and Europe would likely be hit too. No stock market would be insulated.

2. A global recession: Plunging stock prices do not necessarily cause economic recessions. But in the worst-case scenario of a technical default on U.S. debt, the blow to world markets would be so extreme that some fear an almost immediate economic slowdown.

“If there’s a one day fall in the markets, that can be reversed. But a fall in the world’s stock markets and the dislocations that would be caused by non-payment on U.S. debt, that cannot be reversed,” said Komal Sri-Kumar, President of the global consulting firm Sri-Kumar Global Strategies. “You will see global growth come to a halt.”

Priest Sues After DOD Locks Down ‘Holy Eucharist,’ Forbids Mass for 2nd WeekAfter the Obama administration, for the second Sunday in a row, continued to prohibit approximately 50 Catholic priests from saying Mass and administering other sacraments at U.S. military facilities around the world, Father Ray Leonard, who serves as the Catholic chaplain at Naval Submarine Base Kings Bay in Georgia, filed suit Monday against the Department of Defense, Defense Secretary Chuck Hagel, the Department of the Navy, and Navy Secretary Ray Mabus.

DOD is prohibiting Father Leonard and the other Catholic priests from administering the sacraments and providing other services to their congregations even though two weeks ago Congress passed, and President Barack Obama signed, a law that instructed DOD to maintain on the job and keep paying contract employees who were supporting the troops.

DOD took this action because Hagel determined–after consulting with Attorney General Eric Holder’s Justice Department–that civilian Catholic priests, working under contract as chaplains, did not, among other things, “contribute to the morale” and “well-being” of service personnel.

North Carolina is first state to cut welfare amid federal shutdown

North Carolina has become the first state to cut off welfare benefits to poor residents in the wake of the partial federal government shutdown, ordering a halt to processing November applications until a deal is reached to end the federal standstill.

More than 20,000 people – most of them children – receive monthly benefits aimed at helping them buy food and other basic supplies through North Carolina’s welfare program, called Work First, which is fully funded by the federal government. Recipients must reapply each month.

The state’s Department of Health and Human Services told its local offices in a letter dated October 10 not to process applications for November benefits until the federal government reaches a deal to restore normal operations.

“We are heavily dependent on federal dollars,” said Julie Henry, spokeswoman for the state HHS department. “When these kinds of things happen at the federal level, it has an immediate impact.”

President Barack Obama said on Tuesday that stalled immigration reform would be a top priority once the fiscal crisis has been resolved.

“Once that’s done, you know, the day after, I’m going to be pushing to say, call a vote on immigration reform,” he told the Los Angeles affiliate of Spanish-language television network Univision.

The president’s domestic agenda has been sidetracked in his second term by one problem after another. As he coped with the revelation of domestic surveillance programs, chemical weapons in Syria, and a fiscal battle that has shut down the U.S. government and threatens a debt default, immigration has been relegated to the back burner.

But Obama, who won re-election with overwhelming Hispanic backing, had hoped to make reforms easing the plight of the 11 million immigrants who are in the United States illegally.

House cancels plan for debt vote

House Republicans canceled their plans Tuesday night to vote on a new plan to end the government shutdown and lift the debt ceiling after it became clear they didn’t have the votes for passage.

“We are going to be prepared tomorrow to make some decisions,” Rules Committee Chairman Pete Sessions (R-Texas) told reporters after GOP leaders huddled in Speaker John Boehner’s office.

“There will be no action. No votes. The rules committee will not meet,” he added.

Sessions said leadership would “take the night and make sure all of our members know what’s going on.”

“We’re trying to make sure what we’re doing people know about and can prepare and study for,” he added.

Asked if it was a concern that Thursday’s deadline was approaching with no congressional action, he replied: “Of course it is.”
