Treasurys plummet in worst month since 2010

Treasury prices fell Friday in a fitting end to the worst month for the haven government debt since December 2010, as investors nervously watch for potential changes to central bank monetary policy.

The 10-year note 10_YEAR 0.00%  yield, which moves inversely to price, rose 3 basis points on the day to 2.139%, capping a 46 basis point rise over five consecutive weeks since the beginning of May. The 10-year yield rests for the weekend at its highest point since April 2012.

The 30-year bond 30_YEAR 0.00%  yield rose 1.5 basis points to 3.284%, and the 5-year note 5_YEAR 0.00%  yield rose 2 basis points to 1.035%.

Friday’s swing lower in prices illustrates the increased volatility in the bond market, with investors taking each economic data reading as indication of how and when the Federal Reserve may act to wind down, or taper, its bond purchase program, which has held yields at artificially low levels.

Rising Stock Prices Flash a Warning…Selloff Ahead?

imageIt’s time to become wary of stock prices.

The market’s impressive rally means stocks are at higher levels relative to their earnings than at any time in over three years, while also more expensive based on dividends and other valuation measures—all potential reasons for caution.

It’s not yet time to bail on the market. The economy is showing signs of improvement and stocks aren’t yet at troublesome levels. But the more extreme valuations go, the greater risk there is for a correction, analysts and investors say.

That may well have been on the minds of some traders Friday, when the Dow Jones Industrial Average dropped more than 200 points in the month’s last afternoon of trading—wiping out the week’s earlier gains.

Of course, the market is still up sharply for the year—the Dow having risen 15.35% and the Standard & Poor’s 500-stock index climbing 14.34%.

The Great Reflation

This week economists, investors and politicians were treated to some of the “best” home price data since the frothy days of 2006 when home loans were given out like cotton candy and condo flipping was a national pastime. The Case-Shiller 20 City Composite Home price index was up a startling 10.9% for the 12 month period ending in March. Prices in all 20 cities were up, with some (Las Vegas, Phoenix, and San Francisco) notching gains of more than 20%. Meanwhile the National Association of Realtors announced that April pending home sales volume reached the highest level in nearly three years.

The strong housing data is taken as proof that the economy has turned around and that a recovery is under way. Cooler heads may simply see how government policies have channeled money into real estate in order to reflate a bubble that has been collapsing for the last five years. Although the money is entering the market through slightly different paths than it did in 2005 and 2006, its effects on housing, and the broader economy, are the same as they were before the bubble burst. When the inevitable happens again, the ensuing damage will be eerily familiar.

After five years of dismal real estate performance and a lackluster economy, it’s hard to fault people for believing that rising home prices are a good barometer of economic health. There can be little doubt that rising home prices feel good. Even single digit appreciation can make modest home buyers feel like mini-moguls. The effect is magnified in a falling interest rate environment where any appreciation can be instantly turned into an opportunity for cash out refinancing. The “wealth effect” created by such activities then translates into consumer spending and other seemingly positive economic developments. But some things can taste great but be very harmful (cinnamon buns come to mind). It felt good when real estate prices were rising during the pre-financial crisis bubble, but that rise only exacerbated the problems when the bubble burst. The questions we should now be asking ourselves is why are prices rising, are those higher prices sustainable, and what are the costs to the broader economy?

Russia to send nuclear submarines to southern seas

Russia plans to resume nuclear submarine patrols in the southern seas after a hiatus of more than 20 years following the break-up of the Soviet Union, Itar-Tass news agency reported on Saturday, in another example of efforts to revive Moscow’s military.

The plan to send Borei-class submarines, designed to carry 16 long-range nuclear missiles, to the southern hemisphere follows President Vladimir Putin’s decision in March to deploy a naval unit in the Mediterranean Sea on a permanent basis starting this year.

“The revival of nuclear submarine patrols will allow us to fulfill the tasks of strategic deterrence not only across the North Pole but also the South Pole,” state-run Itar-Tass cited an unnamed official in the military General Staff as saying.

GAO: HHS Already Rationing Enrollment in Obamacare’s Pre-Existing Condition Plan

obamaA pre-existing condition health insurance program established by Obamacare is already straining its own budget and, to control costs, the administration’s Health and Human Services Department (HHS) has stopped enrolling any new people in the program, according to an audit by the General Accountability Office (GAO).

In addition, to further control spending, HHS has directed the program to shift more of the costs onto the current enrollees, thus raising the out-of-pocket health care expenses for the people with pre-existing conditions.

“Finally, due to growing concerns about the rate of PCIP [Pre-existing Condition Insurance Program] spending, in February 2013, CCIIO [under HHS] suspended PCIP enrollment to ensure the appropriated funding would be sufficient to cover claims for current enrollees through the end of the program,” states the GAO reportPatient Protection and Affordable Care Act: Enrollment and Spending in the Early Retiree Reinsurance and Pre-existing Condition Insurance Plan Programs.
