T.L. Davis: No Time to Surrender

This is what it feels like to be on a sinking ship, the bilge pumps unable to keep up with the continuous flow from the sea. The captain, unhinged and barely cognizant of his surroundings leading the ship further from shore at the request of his cadre of staff officers.
The problem is, there is no curiosity about how it ends. The technical aspects perhaps, but not the end. Once you recognize that your neighbor, who works at the DMV or the sheriff’s department is as clueless as to what constitutes communism as any five-year-old, you’re halfway through the problem. But I have always been interested in solutions, not identifying the problem, though in order to get to a solution, first one has to understand the problem. So, to that degree, I’m interested in identifying the problem.
We are a nation that, having led the world in every aspect, for many decades, decided that it wasn’t working and that it had to be dismantled generation by generation. The collective “we’ did not decide that, that was done by a few high-level people determined to have it all. Whether one identifies those few as Bilderbergers, or Trilateral Commission, or what doesn’t matter, really. They could be the Holy Jewish Conquistadors, for all the difference it makes.
The reality is that, as a people, we are under attack, under siege to become something different, preferably dead, but if alive, at least of some use to the cabal who seek our destruction. And, we all know it. Those who aren’t in on it, suffer from it and there is a degree of satisfaction knowing that those helping to destroy America will themselves suffer the same fate, but none of us will be around to see that.
The frustration comes from the fact that we all know it, no matter what side one is on, the tactics, the strategy are known, blatant and unashamedly employed, yet we all wonder when it will matter enough to enough people to do something about it. Those trying to destroy the nation are also frustrated by our inaction. They need us to act in order to implement the grand plan, but we haven’t.
I think we should, despite the fact that it plays into their hands, because inaction plays into their hands too, but at a slower pace. We’ve been sold out and most are trying to come to grips with the fact that there is nowhere to turn, no one who can be relied up to do their duty. Not the president, not the meter maid. There’s just us and we are so bound up in the idea of fighting it out, most of us won’t fight any other way and not even the kinetic way when it comes down to it. I wish I thought something different, but I don’t and I’ve always been honest with those reading these pages.
It is much easier to buy ammo, another rifle, train, learn comms and all of that good preparation, but except for the few who actually understand the situation and have a plan to enact it without anyone else’s help, it will all be lost, wasted effort when inaction rules. But it gives us something to do while we wait for the starter pistol to sound. I say this in all honesty, not intending to upset anyone or embolden anyone. We could not have gotten here if we were serious about defending our nation regardless of those on our side who turn against us, defame us and ridicule us, because they will.
When communism is so ingrained in a society as this one, there is no patriotism left, except among the unaffiliated, those not employed by some government agency. Everyone else has bought into the Marxist agenda, whether knowingly, or not. And, the fact that they have without knowing it, is even worse, because they don’t know that they should be doing something about it.

Report on the Black Robe Regiment Summit and The Speech Too Hot to Handle for the Event.
Well let me give you the after action report on the Black Robe Regiment Summit.
First of all this event should not have in any way had the sacred name of the Black Robe Regiment tied to it.
I’ll try and keep this brief and just hit the highlights.
First on Thursday night Pastor Shahram Hadian called me and wanted to talk to me. He said that I was one of the only speakers coming who he had not met personally and that he really didn’t know anything about me. After a few minutes of us talking he gets to the real reason he was calling. He stated that he had watched my New Declaration on YouTube and that he had concerns. He stated that the Pastors that were coming to this event were not at that point yet. He said he agreed personally with everything that I had written in the New Declaration, however he kept pushing to get me to agree to drop it.
I told him that if my words in the New Declaration were too harsh for the Black Robe Regiment they should not be called the Black Robe Regiment and should not have promoted the event as such. Anyway it was disappointing and frustrating. I think he was just trying to get me to back out. Wasn’t happening especially after the last couple weeks I’d had. So I agreed to not read the New Declaration but I refused to seek approval for the rest of my speech. I was beginning to wonder if I would be allowed to speak at all, as he was saying he was probably going to have to move me etc.
So what’s in a name?
When a group of domestic terrorist who call themselves “Anti-Fascist” burn down cities, or a group of Marxist bring death and destruction on the black lives they proclaim “matter,” it’s par for the course. They’re evil. That’s what they do. The banner under which they perform their demonic actions is chosen specifically for those nefarious reasons. It’s a wicked joke to gaslight those who are paying attention and turn reality on it’s head.
In contrast, when a group of Christian ministers once again takes up the sacred name of the hallowed Black Robe Regiment, the Colonial era pastors who preached Liberty, trained militia’s, and then took the lead in our bloody fight for freedom from Great Britain, what should we expect? That’s what I went to Knoxville, Tennessee for the Elijah’s Remnant and Black Robe Regiment Conference to find out.
It was a day and half of packed back-to-back speakers. There was a heavy emphasis on Prayer. In my opinion the best speaker of course was me. Just joking.
National Security expert Steve Coughlin vividly illustrated how there is NO Political solution in our two party system since the GOP only occupies the right aisle of a shared Ship of State that is forever charting to the left. What does it matter if Republicans are “better than the Democrats!” when they’re all in the same boat together?
Nurse Debi Stafford was great and I really enjoyed her presentation about Covid especially since my Father-in-law had just passed on Tuesday May the 4th due to complications from Covid.
Dr. Alan Keyes gave a rousing speech explaining how our God-given rights as expressed in the Declaration of Independence are the lynchpin of our society and how their abandonment and infringement had brought us under Tyranny.
Rev. Bill Cook founder of America’s Black Robe Regiment provided an excellent presentation on the history and mission of the original Black Robe Regiment whose memory and actions have been forgotten to our great detriment.
Dr. Scott Lively was fired up and I’m pretty sure he forgot what he was going to say when he got up there and just took off riffing against this evil government we are faced with. It was great. I got to speak with him one on one a few times and I really like him and I’ll be buying some of his books.
Overall pretty much every speaker hit on the need for prayer, the anger over how the election was stolen and the irrational hope that Trump will magically be reinstalled in the White House.
But there were very few calls for “action” and there were definitely no plans presented on how to move forward other than VOTE.
Which makes me laugh.
Words such as “fight,” “war,” and “battle” were used extensively even in the worship songs. However each time such a word was used, it basically came with a little asterisk and disclaimer “Please note: It is important to stress that due to our fear of the Powers that Be and desire to look like Nice Guys, we don’t really advocate taking ANY of the actions that the original Black Robe Regiment took.”
Unless this group who call themselves the Black Robe Regiment are willing to do the same things the original one did, their efforts will amount to no more than cos play.
Overall the event was just ok for me. I will be forever grateful to Pastor Richard May for inviting me and giving me the honor to speak in front of this crowd. It was a great opportunity and it was nice to put faces with names. I met a lot of great people. My speech was greatly accepted and I spent a lot of time with the crowd after the event. I really appreciated all the kind words and prayers from the folks who sought me out to get a copy of the New Declaration afterwards. It was really touching. I’ll never forget this experience.
With all that being said I present to you the Speech that was too hot to handle for the Black Robe Regiment Summit and we’ll post the video soon:
Wes
I want to concentrate today from Isaiah Chapter 6. It begins like this:
“In the year that King Uzziah died”
God takes notice of and directs earthly politics and uses these factors in His perfect timing.
As Benjamin Franklin stated during the Constitutional Convention, “I’ve lived, Sir, a long time, and the longer I live, the more convincing Proofs I see of this Truth — That God governs in the Affairs of Men.
Uzziah had been a good king. He had rebuilt the military. He had restored the economic well-being of his nation. He was so successful that his praise spread throughout the land. However, instead of honoring God, his success filled him with pride.
At the height of his power, he entered the temple and tried to usurp the priests’ authority by offering incense. For this arrogance and disobedience, he was immediately stricken with leprosy. Leprosy is a horrific disease that causes the human body to slowly rot and decay and fall away. Isn’t this the perfect analogy for the decline of our once great nation? It shows that when such a deadly pathogen has taken hold, there is no political leader with the ability to MAGA. We cannot vote our way out of such a predicament.
As Samuel Adams said: “A general dissolution of principles and manners will more surely overthrow the liberties of America than the whole force of the common enemy. While the people are virtuous they cannot be subdued; but when once they lose their virtue then will be ready to surrender their liberties to the first external or internal invader.”
This would have been an easy time for the godly to lose hope and give up. There was no leader and there was no plan. But, in God’s perfect timing, it was the opportunity for a new vision and an invitation for a new mission.
Isaiah continues: “I saw the Lord sitting on a throne, high and lifted up, and the train of His robe filled the temple. 2 Above it stood seraphim; each one had six wings: with two he covered his face, with two he covered his feet, and with two he flew. 3 And one cried to another and said:
“Holy, holy, holy is the LORD of hosts;
The whole earth is full of His glory!”
4 And the posts of the door were shaken by the voice of him who cried out, and the house was filled with smoke.”
It was only when the temporal things surrounding Isaiah had been taken away that he was able to finally see what was truly of consequence – the eternal God Who governs in the affairs of men – and to see Him in His rightful place: high, and lifted up, and full of power and glory and authority.
This is the same vision we must embrace and the perspective we must keep. For we do not fight against flesh and blood, but we fight against spiritual wickedness in high places. It is only through the Power of Almighty God that we will overcome.
And as Romans 8:31 reminds us, “If God be for us, then who can be against us?”
Over the course of this past year, things have come into much sharper focus. Many of those we thought were on our side have shown themselves not to be. Many of the liberties we thought our fellow citizens held dear have been discarded. Our ranks seem to grow thinner with each successive tightening of arbitrary guidelines and mandates. It can be easy to despair. But to do so is to lose focus on the ultimate Truth at play in our daily lives and our divine destiny.
As Patrick Henry said: “Three millions of people, armed in the holy cause of liberty, and in such a country as that which we possess, are invincible by any force which our enemy can send against us. Beside, sir, we shall not fight our battles alone. There is a just God who presides over the destinies of Nations, and who will raise up friends to fight our battles for us.”
Chapter 6 continues: “So I said:
“Woe is me, for I am [a]undone!
Because I am a man of unclean lips,
And I dwell in the midst of a people of unclean lips;
For my eyes have seen the King,
The LORD of hosts.
6 Then one of the seraphim flew to me, having in his hand a live coal which he had taken with the tongs from the altar. 7 And he touched my mouth with it, and said:
“Behold, this has touched your lips;
Your iniquity is taken away,
And your sin [b]purged.”
Truly seeing God for Who He is puts everything else in perspective, beginning with ourselves.
A pandemic of Unclean Lips has ravaged our nation over this past year – from 2 weeks to slow the spread, to 30 days to bend the curve, to “Love thy neighbor, wear a mask,” to submit to Government testing and tracking if you ever want to get your life back.
But there is an antidote for this poison and a vaccine for this infection:
II Chronicles 7:14 says: “If MY people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land.”
The path to national healing and restoration begins with the step of individual humility and repentance.
This cannot be stressed enough. To attempt to fight this battle in our own strength and understanding will doom us to certain defeat and destruction.
Then Isaiah continues: “8 Also I heard the voice of the Lord, saying:
“Whom shall I send,
And who will go for Us?”
Then I said, “Here am I! Send me.”
When our hearts are right before God, then our Mission will be made clear one step at a time.
The divine Invitation is open to all of us – and the Responsibility is upon all of us.
This is the meeting of the Black Robed Regiment. It should be full of ministers from all corners of the nation. Instead, most of the so-called pastors behind American pulpits today have no clue what the Black Robed Regiment even was.
So who will go for us? I may be the only speaker here who is not a Pastor, but I say, “Here am I! Send me!”
Just as Black Lives Matter and Critical Race Theory are destroying our history and rewriting it right in front of our eyes, the Christian Church has failed to pass on its true history and legacy to today’s generations.
The Divine Call went out, but no one answered.
So who will go for us? I say, “Here am I! Send me!”
Just as Bible verses such as “God is Love” and “Judge Not” have been twisted by Progressives into excusing or even celebrating sin and declaring Good that which God has declared Evil, the Marxist infiltration of the Church has seen us go from the Church Militant of a century ago to the Church Effeminate of today. The ungodly application of Romans 13 “Let every soul be subject to the Higher Power….” has resulted in the Church becoming the handmaiden of the State in its implementation of Tyranny.
So who will go for us? I say, “Here am I! Send me!”
Romans 13 has been repurposed and weaponized against us into Alinsky’s Rule 4: “Make the enemy live up to its own book of rules.” Romans 13 is not God’s divine command to surrender to Tyranny. To argue this is to argue that Jesus would not want us to keep the Nazi’s waiting at the train station. Romans 13 is Prescriptive NOT Descriptive just as “Children obey your parents,” and “Wives submit to your husbands” are NOT blanket statements.
St. Paul who recorded these words was himself executed for refusing to be subject to the tyranny of the State. Spineless churchmen and hirelings today hide behind this verse taken out of context as a Christian veneer to cover their own cowardice and complicity in our destruction.
We do not live under Nero the way the Martyrs of the Early Church did. We do not (yet) live under open Communism the way the Christian Church in China does. We still enjoy more God-given Liberty than most places on the face of the earth. We are as Free as we have the desire to be and only have the Tyranny to which we accede. Yet our countrymen scorn and discard these gifts of God.
So who will go for us? I say, “Here am I! Send me!”
Jesus said to “Render unto Caesar that which belongs to Caesar.” I do not belong to Caesar. My children do not belong to Caesar. My family does not belong to Caesar. My church does not belong to Caesar. My job does not belong to Caesar. My mind does not belong to Caesar. My hopes and dreams do not belong to Caesar. My future does not belong to Caesar. My God-given Rights do NOT belong to Caesar.
So who will go for us? I say, “Here am I! Send me!”
Just as those on the Right marvel at the disconnect between those on the Left who claim to be Christians yet support abortion and legally sanctioned immorality, we on the Right must stop living a disconnect between our Sunday Church persona and our Monday through Saturday daily lives. There are those who say they will fight when the battle comes to the door of their own church. But we are required to be irritating, cleansing Salt and darkness dispelling Light BEFORE it ever gets to that point.
So who will go for us? I say, “Here am I! Send me!”
We must live by God’s Commands in every area of our daily lives. The Ninth Commandment forbids us to lie (to bear False Witness). We must live in the Truth that it is just as much a lie to wear a worthless face mask and nurture the ungodly Spirit of Fear in our fellow citizens while calling it “Loving thy Neighbor” as it is evil to support the killing of the unborn by calling it “the Right to Choose.” Both ungodly slogans are lies told by unclean lips.
So who will go for us? I say, “Here am I! Send me!”
In the U.S. , WE THE PEOPLE are the Government and the Christian God of the Bible alone is our Highest Power.
All US Citizens are equal before the Law of Nature and Nature’s God.
We are not to “be subject” of the President, the Governor or any elected official and at any point they are not in alignment with Scripture and our Constitutional Rule of Law we are required by Scripture “to obey God rather than men.”
Under the mandate of Romans 13, the President, the Governor and any elected officials are required to be the FIRST to fully obey the Constitutional Law of Nature and Nature’s God – not create unlawful mandates for us to obey.
To be subject to our elected officials when they are in to this Truth is not being a “good citizen,” it is being an outlaw and in open rebellion to God Himself.
But who will carry such a message to America today?
Here am I – send me!
In this Spirit of submission to Almighty God and following the example of our Founders who, when declaring their Independence from a far less invasive tyranny, set forth their case in their eloquent Declaration, I’d like to offer this New Declaration of Independence.
Read the New Declaration Here….
Thank you,
Wes

Hans Mentha’s presentation on Jefferson’s Rightful Liberty

“People don’t talk that way anymore.”
Reposted from Hans – June 21, 2011
Over the last three years, I’ve spent considerable time in study of the spirit of our Founders, the documents they wrote to commission our government, and the principles embodied in them.
On this journey, I’ve developed an appreciation for their choice of words and the structure of their writing. I’m feeling, however, that I am a member of a very small minority.
To give an example, consider Nicholas Cage’s character Ben Gates in the film National Treasure when he refers to the Declaration of Independence:
Inability to understand the language of Liberty has become a problem in our society.
I recently directed a polite email to every member of the NC Legislature which requested their support for legislation known as HB650. I used contemporary vocabulary and grammar from an example at GRNC:
Dear Representative:
HB 650, “Castle Doctrine and Amend Various Firearms Laws” has been thoroughly vetted by both the House and Senate now. It will come before you soon for a concurrence vote.
Please do the right thing for North Carolinians and support the right to effective self-defense by voting in favor of the final version of this Bill.
I will be watching the situation closely, and will follow progress via GRNC alerts.
Sincerely, Hans
I received a reply which also reflects contemporary language and structure.
As always, I will vote to advance the Second Amendment rights of law abiding citizens.
Jeff
Rep. Jeff Collins
House District 25
16 W. Jones St. | Office 1006
Raleigh, NC 27601
I examined this reply. While it sounded good, it did not “feel” right.
First I took exception to the idea that HB 650 is an “advance”. It is in fact a remedy to encroachments by the State against the Individual.
Next I reacted to the phrase “Second Amendment rights”, as this phrase implies the Amendment grants a right rather than documents a pre-existing Right of Man.
Lastly I wrestled with the implication that rights only apply to “law abiding citizens”. In our system of “equal justice” the law is supposed to apply to all, not merely those who abide by it.
Then I considered how Jefferson and Madison argued, in the Kentucky and Virginia Resolutions of 1798, that unconstitutional law is no law at all. How might one apply concepts of Nullification and Interposition against NC State encroachments on a Natural Right of Man?
I tested the components in the statement made by Rep. Jeff Collins against the spirit, language and principles of our Founders.
The product of my reflection was a reply to Rep. Collins. My note was civil, but phrased in the style and language of Liberty, as influenced by my study of the Founders:
Sir, this is no “advance”. This is merely recovery from years of unlawful infringement by the State.
We abide the law when it is just, but not when it makes mockery of the founding principles of our country.
North Carolina has been guilty of criminalization of behaviors natural to free men.
I never surrendered my Rights, and don’t require a “2nd Amendment” to remind me I have them.
With Honor, Hans
How did Representative Collins react? It is clear from his response that he either does not understand the language of Liberty, or he is disdainful of those who speak it:
I am sorry if you took offense at my words. Let me make it simple so you can understand. I ALWAYS VOTE FOR GUN OWNER RIGHTS. Do you have anything sassy to say about that?
You might want to try sarcasm with those who differ with you, and learn not to insult those who vote the way you want them to and also have the courtesy to reply to you, even though you are not in my district.
With all respect due,
Jeff
Rep. Jeff Collins
House District 25
16 W. Jones St. | Office 1006
Raleigh, NC 27601
919.733-5802
It is noteworthy that Rep. Collins first checked to be certain I was not a member of his district, and then accused me of insulting him with a sassy and sarcastic message.
I wonder how Rep. Collins would have responded if he discovered that I was a voter in his district. I wonder how I would have responded if he was in my employ rather than yours.
I could have engaged him about his ill mannered response, but did not.
I took no offense from your initial response to my request for support of HB 650.
I speak directly and to the point. My statement informed you how I feel about State intrusion upon my Liberty.
I was not “sassy” and I did not use “sarcasm”. If I intended to insult you, trust me you would have no residual doubt.
No further response is required.
Hans
Do you expect better behavior from your NC Legislators? I do!
But “people don’t talk that way anymore”.
I do! I speak the language of Liberty.

An Act for Freedom of Conscience
December 7, 1682
Wheras the glory of almighty God and the good of mankind is the reason and end of government and, therefore, government in itself is a venerable ordinance of God. And forasmuch as it is principally desired and intended by the Proprietary and Governor and the freemen of the province of Pennsylvania and territories thereunto belonging to make and establish such laws as shall best preserve true christian and civil liberty in opposition to all unchristian, licentious, and unjust practices, whereby God may have his due, Caesar his due, and the people their due, from tyranny and oppression on the one side and insolence and licentiousness on the other, so that the best and firmest foundation may be laid for the present and future happiness of both the Governor and people of the province and territories aforesaid and their posterity.
Be it, therefore, enacted by William Penn, Proprietary and Governor, by and with the advice and consent of the deputies of the freemen of this province and counties aforesaid in assembly met and by the authority of the same, that these following chapters and paragraphs shall be the laws of Pennsylvania and the territories thereof.
Chap. I. Almighty God, being only Lord of conscience, father of lights and spirits, and the author as well as object of all divine knowledge, faith, and worship, who can only enlighten the mind and persuade and convince the understandings of people. In due reverence to his sovereignty over the souls of mankind;
Be it enacted, by the authority aforesaid, that no person now or at any time hereafter living in this province, who shall confess and acknowledge one almighty God to be the creator, upholder, and ruler of the world, and who professes him or herself obliged in conscience to live peaceably and quietly under the civil government, shall in any case be molested or prejudiced for his or her conscientious persuasion or practice. Nor shall he or she at any time be compelled to frequent or maintain any religious worship, place, or ministry whatever contrary to his or her mind, but shall freely and fully enjoy his, or her, christian liberty in that respect, without any interruption or reflection. And if any person shall abuse or deride any other for his or her different persuasion and practice in matters of religion, such person shall be looked upon as a disturber of the peace and be punished accordingly.
But to the end that looseness, irreligion, and atheism may not creep in under pretense of conscience in this province, be it further enacted, by the authority aforesaid, that, according to the example of the primitive Christians and for the ease of the creation, every first day of the week, called the Lord’s day, people shall abstain from their usual and common toil and labor that, whether masters, parents, children, or servants, they may the better dispose themselves to read the scriptures of truth at home or frequent such meetings of religious worship abroad as may best suit their respective persuasions.
Chap. II. And be it further enacted by, etc., that all officers and persons commissioned and employed in the service of the government in this province and all members and deputies elected to serve in the Assembly thereof and all that have a right to elect such deputies shall be such as profess and declare they believe in Jesus Christ to be the son of God, the savior of the world, and that are not convicted of ill-fame or unsober and dishonest conversation and that are of twenty-one years of age at least.
Chap. III. And be it further enacted, etc., that whosoever shall swear in their common conversation by the name of God or Christ or Jesus, being legally convicted thereof, shall pay, for every such offense, five shillings or suffer five days imprisonment in the house of correction at hard labor to the behoof of the public and be fed with bread and water only during that time.
Chap. V. And be it further enacted, etc., for the better prevention of corrupt communication, that whosoever shall speak loosely and profanely of almighty God, Christ Jesus, the Holy Spirit, or the scriptures of truth, and is legally convicted thereof, shall pay, for every such offense, five shillings or suffer five days imprisonment in the house of correction at hard labor to the behoof of the public and be fed with bread and water only during that time,
Chap. VI. And be it further enacted, etc., that whosoever shall, in their conversation, at any time curse himself or any other and is legally convicted thereof shall pay for every such offense five shillings or suffer five days imprisonment as aforesaid.

Do You Know What Liberty Means?
There is a difference between Liberty and freedom. Words do have meaning. How you interpret those meanings will form the basis of your actions. Are you fighting for your freedom, for Liberty or both? Or are you even fighting yet as we spiral into the descent of civil war?
The French Revolution was fought for Liberté, Egalité, Fraternité. Patrick Henry’s famous speech ended with “I know not what course others may take, but as for me, give me liberty or give me death!”
It is strange that two Revolutions were fought on the basis of Liberty but most people do not understand this concept. Here is a good treatise from 1965 for you consideration. If you take the time to read it, ask yourself if you feel free under today’s fraudulent government, the actions of the Supreme Court and the effort to destroy the Constitution under the guise of “cancel culture??
David DeGerolamo
~~~~~~~~~~~~~~~~~~~~~~~~
Defining Liberty: An Analysis of Its Three Elements
Abraham Lincoln said the American people were much in want of a good definition of the word liberty. Mr. Brown has accepted that challenge, and to define what liberty is he divides it into three elements and analyzes each. He writes of the goals liberty seeks to achieve, the procedures by which it moves, and the underlying faiths that sustain it.
…
In the context of a free society there are three elements in the concept of liberty. One of these is what liberty seeks to accomplish. The second is how to accomplish it procedurally. And the third is its underlying faiths.
I. WHAT LIBERTY SEEKS TO ACCOMPLISH
In terms of what a free society seeks to accomplish, liberty is five freedoms for each individual: (1) freedom to come and go, (2) equality and justice before the law, (3) security of property, (4) freedom of speech, and (5) freedom of conscience. There are many other names for these five individual freedoms—freedom of the press, freedom of expression and opinion, freedom of religion, freedom of association, right of habeas corpus, right of assembly, right of jury trial, etc. But these five individual freedoms are the “blessings of liberty” that constitute the first element of the word.
The active and politically minded members of a free society may use a “more or less” liberal or an absolute “either-or” approach, but these five individual freedoms are what a free society seeks to accomplish.
The intent of a free society is to keep the use of all man-made power within the periphery of these five individual freedoms.
